Cece Winans는 1964년 10월 8일 미시간 주 디트로이트에서 태어났습니다. 그녀의 부모는 그리스도 안의 하나님의 교회 에 속해 있었고 복음 음악만 듣곤 했습니다. 그녀는 8세에 첫 솔로를 불렀다.
